Hon. Ricardo F. Ugalde

COUNCILOR RICARDO F. UGALDE is fondly called “Kap Eric” by his family, friends, and colleagues. Known for his approachable and grounded personality, he continues to earn the respect of his fellow Bacooreños through his dedication to public service. He is the second child of Alberto De Leon Ugalde and Norma San Miguel Felizardo. He is married to Mrs. Emiliana De Roxas Ugalde.

Councilor Eric began his journey in public service with a sincere desire to help his community. Early in his career, he became a Barangay Chairman of Maliksi 1 City of Bacoor. Councilor Eric has held the position of Barangay Chairman for 13 years, serving his community with dedication and commitment from 1994 to 2007, he actively engaged in various barangay programs and community initiatives, which allowed him to understand the needs and aspirations of his constituents at the grassroots level. He also became one of the ABC President in the Municipality of Bacoor year 2007. His dedication and active involvement inspired him to seek a broader platform where he could create greater impact for his district and the city of Bacoor. In the years 2018-2023, he is the Barangay Administrator of Maliksi 1.

He was later elected as a City Councilor representing District I of the City of Bacoor for the years 2025-2028, where he continues to serve with integrity and commitment. As a member of the Sangguniang Panlungsod, he takes part in crafting local legislation and policies that aim to improve the quality of life of Bacoor residents, ensuring that all ordinances and/or resolutions he supports address the real and pressing needs of his constituents.

Throughout his term, Councilor Eric has consistently advocated for programs that support livelihood, youth development, and barangay strengthening. He believes that good governance begins with being present in the community, listening to people’s concerns, and ensuring that the city’s resources are efficiently used for programs that benefit the majority.

Despite his achievements, Councilor Eric remains humble and deeply rooted in his values. He believes that public service is not about recognition or power, but about making a positive difference in the lives of people, especially the underprivileged and underserved sectors of society.

Driven by his passion to serve and inspired by the trust and support of his constituents, Councilor Ricardo Ugalde continues to dedicate his life to creating a better, safer, and more progressive Bacoor for all.
