Hon. Levy M. Tela

Engr. Levy Marquez Tela was born on November 4, 1955, in Manila and is currently residing at 116 Sgt. Ignacio St., Barangay Dulong Bayan, Bacoor City, Cavite. He earned his degree of Bachelor of Science in Civil Engineering from Feati University and graduated in 1979. He passed the Civil Engineering Board Examination on December 4, 1980. 

Engr. Tela is the sixth of eight children. His father, the late Bonifacio Tela, was a driver, and his mother, the late Bonifacia Tela, was a salt vendor. He is married to Adela Candelaria Tela from Imus, Cavite. They are blessed with two sons: Patrick Louie Tela, who is married to Nikki Riego de Dios, and Glenn Francis Tela, who is married to Elna Dela Cruz. Their grandchildren, Primo Mavi Louie and Elisse Francine, bring joy to the entire family.

He began his professional career as Chief of Party at Geodesy Services Inc. from 1980 to 1982. He then worked as a Junior Engineer at the Manila Water Sewerage System from 1982 to 1997, where he was promoted to Project Inspector from 1987 to 1997. He later served as Supervising Engineer at Maynilad Water Services from 1997 to 2008.

Engr. Tela served as Barangay Kagawad of Dulong Bayan, Bacoor, Cavite, from 2002 to 2013. He consistently ranked first among all candidates during each election. After completing his three terms as Barangay Kagawad, he pursued higher office to better serve his constituents. He was elected Barangay Chairman of Dulong Bayan, Bacoor, Cavite, serving two terms from 2013 to 2022.
He was previously member of the Association of Barangay Captains (ABC), he also became one of its Board Members. Motivated by his passion for public service, he sought to serve not only his barangay but the entire First District of Bacoor. He is currently serving his second term as a City Councilor of the First District of Bacoor City, Cavite. He chairs the Committee on Environment and Natural Resources and the Committee on Public Works and Highways.
