Councilor Manolo Salonga Galvez, Jr., affectionately known as “Kuya Noly” to the people of Bacoor, is a steadfast public servant and committed community leader whose life and career are defined by his passion for service and his dedication to the well-being of every Bacooreño.
Born on March 22, 1976, in Bacoor, Cavite, Kuya Noly was raised with deep-rooted values of faith, compassion, and responsibility, instilled by his parents, Manolo M. Galvez, Sr. and Esmeralda De Leon Salonga. He is happily married to Anna Marie M. Galvez, with whom he shares a strong devotion to family and community life.
Kuya Noly’s journey in public service began early when he was elected as Sangguniang Kabataan Chairperson, an experience that ignited his passion for governance and youth empowerment. This formative role laid the foundation for a career that now spans more than two decades in public administration, political service, and community development.
He completed his primary education at P.F. Espiritu Elementary School and Bacoor Parish School, where he also finished his secondary studies. He later earned a degree in Mechanical Engineering from Manuel L. Quezon University in Manila (1994–1998), equipping him with discipline, critical thinking, and problem-solving skills that would later prove invaluable in policy making and governance.
Kuya Noly’s professional journey in government spans more than two decades:
- Administrative Aide – Office of the City Mayor (2008–2013)
- Political Officer – Office of the City Mayor (2013–2015)
- Executive Assistant – Office of the City Mayor (2015–2019)
- OIC–Assistant Department Head – Bacoor Disaster Risk Reduction and Management Office (2022–2024)
- City Councilor – City Government of Bacoor (2025–Present)
His dedication and competence led to his appointment as OIC–Assistant Department Head of the Bacoor Disaster Risk Reduction and Management Office (BDRRMO) from 2022 to 2024, where he played a key role in the development and implementation of the Malasakit Sa Bawat Residente (MSBR) Operation — a flagship initiative that enhanced disaster preparedness, peace, and community safety across Bacoor.
He was also entrusted by Mayor Strike B. Revilla to implement the Strike Tele-Payo Program — a pioneering 161 Hotline service offering immediate counseling and emotional support. In partnership with the City Social Welfare and Development Office, the Bacoor City Transformation Office, and St. Dominic College of Asia, this program continues to provide guidance to troubled teens, adults, and families in need of support.
In 2025, the people of Bacoor entrusted him with a mandate as City Councilor for District 1. Currently, he serves as:
- Chairman – Committee on Peace and Order & Public Safety; Committee on Education, Science, and Technology
- Vice Chairman – Committee on Health and Sanitation; Committee on Social Services
- Member – Committees on Agriculture and Food, Public Transportation and Traffic Management, Youth and Sports Development, and Information and Communication Technology
Through these roles, Kuya Noly continues to advance policies that promote safety, education, healthcare, and youth empowerment.
Beyond the halls of the Sangguniang Panlungsod, Kuya Noly remains an active member of several civic and social organizations, including the Knights of Columbus, Doers Flying Club, and Kabataang Pag-Asa – Panapaan, demonstrating his unwavering commitment to service both in and out of public office.
Known for his approachable leadership style, integrity, and dedication to the welfare of his constituents, Kuya Noly is a strong advocate for education, good governance, healthcare accessibility, and youth development. His efforts have made him a well-respected figure in Bacoor, inspiring citizens to actively participate in building a safer, stronger, and more progressive community.
