About the City Council
The City Council creates and passes ordinances (which are like laws that can only be implemented or enforced in Bacoor) or resolutions (documents that express the opinions of the Council members on various matters) related to the governance of our city.
Although separate and independent from the Mayor’s Office, the Council works alongside the Mayor in approving the annual budget (the city’s yearly budget), granting authority to sign (resolutions that empower the Mayor to sign contracts), approving the Mayor’s appointments of department heads (such as the City Engineer, City Treasurer, and others), hearing any issue or complaint related to our city, and approving land use and zoning regulations (rules about how a property or building may be used), all of which contribute to the continued development of Bacoor.
In short, the Council serves as a check and balance to the powers of the Mayor to ensure that you receive honest and efficient public service.

Presiding Officer
The person who leads each regular session of the City Council and ensures that the rules for passing ordinances or resolutions are properly followed by the Council members is called the Presiding Officer.
By law, the Vice Mayor of the city is assigned to serve as the Presiding Officer of the Council.

How Does the City Council Carry Out Its Duties?
The City Council is like a boat with two rowers—it won’t move forward if each one rows in a different direction. That’s why Council members strive to work together to ensure that the Mayor’s programs and projects are implemented smoothly.
As a collegial body, the Council can only pass ordinances or resolutions during regular or special sessions:
- Regular sessions are held every Monday, unless it’s a holiday.
- Special sessions can be called by the Mayor or the Presiding Officer when necessary, but cannot take place on the same day as a regular session.
Before an ordinance or resolution is passed, it must first go through:
- A committee meeting – where councilors within a specific committee discuss issues under their responsibility,
- A committee hearing – attended by select individuals directly affected by the proposal, or
- A public hearing – where the Council invites the public to give input on a proposed ordinance.
No ordinance or resolution can be passed without a hearing.
Who Can Propose Ordinances and Resolutions?
Anyone can propose an ordinance or resolution—even you. Simply send a letter via email, Philippine Postal Services, or through a courier service like LBC, JRS, or FedEx. You may also deliver it personally to the:

Every proposal submitted will be reviewed or deliberated on by the Council. However, approval is not guaranteed. Your proposal will first be evaluated to determine:
- If it complies with existing laws and government regulations,
- If it will benefit the City, and
- If the City Government has sufficient funds to implement it.

Do You Have a Complaint? If you have a complaint against your Barangay Captain, any barangay official, or a City Government official, you may write to the Council and include your complaint along with supporting evidence—such as documents, photos, text messages, or emails. You can trust that the Council will act on your concern promptly.
