Engr. Levy Marquez Tela, was born on November 4, 1955 in Manila and permanently residing at 116 Sgt. Ignacio St. Barangay Dulong Bayan, Bacoor City, Cavite. He finished his degree in Bachelor of Science in Civil Engineering at Feati University, graduated in 1979. And passed the board exam for civil Engineering held on December 04, 1980.

Engr. Levy Tela was the 6th of the 8 children. His parents were the late Bonifacio Tela was a driver and his mother, the late Bonifacia Tela was a salt vendor. He is married to Adela Candelaria Tela from Imus, Cavite, and they are blessed with 2 sons, Patrick Louie Tela married to Nikki Riego de Dios and Glenn Francis Tela is still single. They have one grandson, Primo Mavi Louie Tela who gives joy to the whole family.

His first job was Chief of Party at Geodesy Services Inc. from 1980 to 1982. Then he works as a Junior Engineer at Manila Water Sewerage System from 1982 to 1997 and promoted as Project Inspector from 1987 to 1997.  He works at Maynilad Water services as supervising Engineer from 1997 to 2008.

He served as a Barangay Kagawad of Dulong Bayan, Bacoor, Cavite from year 2002 to 2013, in which he is a consistent ranked one in the elections amongst all the candidates for the Barangay Kagawad position. After his three terms as a Barangay Kagawad he decided to pursue a higher position to better serve his constituents. He was elected as Barangay Chairman at Dulong Bayan, Bacoor, Cavite for two terms from 2013 to 2022. He is an active member of Association of Barangay Captain and became one of the Board Member of ABC. With his passion as a public service he wanted to serve not only his Barangay but the First District of Bacoor. Currently, he is holding a position as a City Councillor of the Firs t District of Bacoor City, Cavite.
