COUNCILOR ALDE JOSELITO F. PAGULAYAN, a dedicated public servant was born in Manila. He was raised by his parents, the late Alfredo Pagulayan, former NAPOLCOM Commisioner and Dra. Imelda Pagulayan, Vice Chairperson of the Institute of Biology, University of the Philippines Diliman Campus (U.P. Diliman). He finished his primary, secondary and tertiary education at the University of the Philippines (U.P.). He is married to Charlotte Mae Franco and blessed with four children namely; Seth Alfred, Samantha Ysobel, Chantal Margot and Carlos Alfred. As a student, Councilor Alde was caught in a decade of political and social turmoil that eventually led him to embrace the principle of serving the people. He was a student leader and became involved in numerous national and democratic mass organizations in his campus. He also became Chancellor of the UP Alpha Sigma Fraternity, Diliman Chapter.

He held several key government positions in both local and national level. Beginning in 1997, he was already working in the office of Vice Governor Ramon “Bong” Revilla Jr. who later became Governor as Executive Assistant, Deputy Chief of Staff and eventually became the Chief Political Officer. He was also the Chief Political Affair Officer of Senator Edgardo Angara but later resigned to become the Chief of Staff – External Affairs Office of Mayor Lani Mercado – Revilla in the year 2016 up to now. He was appointed Councilor of District II by Mayor Mercado – Revilla.

Guided by the principle of “Keep calm and serve the people”, Councilor Alde saw himself being actively involved in the national scene. He became the National Deputy Secretary of LAKAS – CMD Party and actively campaigned for the candidacy of Ramon “Bong” Revilla Jr. starting from the gubernatorial race up to the Senatorial Slate.

As External Affair Chief of Staff, Councilor Alde is actively involved in senatorial concern of his constituents and the people of Bacoor ranging from transport issues, livelihood programs, women empowerment, relocation programs and conservation of mangrove and ecological concerns.

Councilor Pagulayan was recently awarded as the  “OUTSTANDING CITY COUNCILOR OF THE YEAR” by the Gawad Pilipino Award 2022 that was held at the  Metropolitan Theater on September 17, 2022.
